Wellhead Protection Plan

The City of Lakeland has developed a Wellhead Protection Plan as required by the 1996 amendments to the federal Safe Drinking Water Act and is administered by Minnesota Department of Health under State Wellhead Protection (WHP) Rule 4720.5100-4720.5590. Michelle Elsner is the Wellhead Protection Manager and is in charge of administering the WHP Plan for the City.

Wellhead Protection Plan

The Wellhead Protection Plan identifies the following:

  • Scientifically delineating the recharge area of the public water supply wells.
  • Determining the vulnerability of the aquifer to human land use impacts.
  • Identifying potential or existing contaminants based on aquifer vulnerability.
  • Developing a plan to prevent or reduce contamination in the aquifer used.
  • Developing a contingency plan to provide drinking water in case of a major disruption.

Part of the goals of the WHP Plan is to educate the public on the plan and also best management practices they can implement for potential contaminant sources.
